NRRP Steering Committee Meeting

6 February 2023

A steering committee meeting for the National Recovery and Resilience Plan (‘NRRP’) was held today, attended by the relevant ministries and the partially state-owned companies Eni, Enel, Snam and Terna, to begin discussions on the new chapter to be included in the NRRP relating to REPowerEU, the European plan to address the global energy market difficulties caused by the war in Ukraine.

The meeting was held in the presence of the President of the Council of Ministers, Giorgia Meloni, the Minister for European Affairs, Southern Italy, Cohesion Policy and the NRRP, Raffaele Fitto, and all other relevant ministers. The managing directors of Enel, Eni, Snam and Terna, Italy’s main energy and electricity sector operators, also attended the meeting.

During the meeting, President Meloni stated that “the new plan will allow Italy to make a significant contribution to implementing a ‘Mattei Plan’, in order to consolidate the supply diversification process and move towards a complete elimination of Russian gas, making Italy a Mediterranean energy hub for the whole of Europe, as part of a fruitful cooperation relationship above all with African countries”.

Minister Fitto illustrated the main objectives, procedures and deadlines for the definition of the entire plan and confirmed that discussions with all national and local institutional players would be completed over the coming days, as requested by the European Commission. The REPowerEU plan and relative update to the NRRP must be completed by 30 April.

“The challenge of strengthening energy sovereignty requires a commitment from everyone – stressed President Meloni – today, we are beginning an institutional process that will quickly allow us to develop and then implement a plan to make Italy more sustainable from an energy point of view, by increasing production from renewable sources, diversifying supply sources and reducing consumption. Within this framework, the Government has undertaken to activate financial instruments and industrial policy tools in order to effectively support implementation of the plan as a whole”.
