Fourth NRRP steering committee session on progress of Integrated Urban Plans

The fourth of today’s working sessions of the steering committee for the National Recovery and Resilience Plan (NRRP) has been held at Palazzo Chigi, chaired by the Minister for European Affairs, Southern Italy, Cohesion Policy and the NRRP, Raffaele Fitto, and attended by Undersecretary of State to the Ministry of Economy and Finance Lucia Albano, Undersecretary of State to the Ministry of the Interior Emanuele Prisco and Metropolitan City mayors, to discuss the progress of implementation of Italy’s Integrated Urban Plans.

During the meeting, the steering committee analysed official monitoring data, provided by the Ministry of Economy and Finance based on information from the ‘ReGis’ NRRP management system and ANAC (National Anti-Corruption Authority) databases. To date, significant critical issues and delays have been encountered regarding the awarding of works projects scheduled for 30 July 2023. Minister Fitto once again highlighted that failing to complete even only one project would jeopardise the funding for the entire measure, with the real risk of receiving a series of penalties for not meeting this complex objective. After a discussion on this, Minister Fitto asked the Municipalities to promptly update monitoring data within the next seven days, to allow for an assessment to be carried out with the European Commission regarding the next steps to be taken.
In order to encourage accountability among all the bodies involved in this delicate measure, the Government intends to adopt a specific piece of legislation clarifying that, should an objective fail to be met, the implementing bodies will be called upon to contribute to the payment of the relative sanction and to ensure funding for initiatives deemed ineligible.
