Good morning everyone.

I wish to thank Prime Minister Starmer, my friend Keir, for his invitation to this important summit dedicated to border security. It is a priority that Italy and the United Kingdom jointly share, a priority that represents an essential focus of the bilateral cooperation between our nations, because we both are convinced that our freedom and the prosperity and well-being of our people do depend on security.

Keir and I agree that border security also, and above all, depends on governing migration flows and combatting mass irregular immigration, a global phenomenon which affects Europe in particular, both within and outside EU borders. This is why our governments have long been working together to defeat the criminal organisations that exploit and profit from people's despair and legitimate desire for better living conditions. We are uniting our efforts, making police forces, intelligence services and judicial authorities speak louder because our common goal is to target the problem at its very heart, namely the profits made by boatmen smugglers and traffickers. And we are doing so by following that extraordinary intuition of two Italian great judges, Giovanni Falcone and Paolo Borsellino, which is summed up in the words ‘follow the money’, and which has become an international model. 
Equally crucial in this respect is the strengthening of Europol's and Eurojust's cooperation with third countries. 

We are also working together to address the root causes of migration and thus guarantee the right not to migrate. This means building a model of cooperation with the countries of origin and transit of migration flows so that they can prosper on the resources they own. And I am very satisfied, from this point of view, with our excellent cooperation with the United Kingdom in the framework of the Rome Process, notably on the front of assisted voluntary returns. Yet fighting irregular migration also means encouraging instead regular migration and reaffirming the principle that it is up to each nation, and not to traffickers, to decide who should enter and who should not enter its own territory. 

We also agree with Keir that we should not be afraid to imagine and build innovative solutions, like the one that Italy launched with Albania. A model that was criticised at first, but that then has gained increasing consensus, so much so that today the European Union is proposing to set up return hubs in third countries. This means that we were right, and that the courage to lead the way has been rewarded. 

We still have a lot of work to do together, and I am very happy to be able to count on the support and collaboration of the United Kingdom within this challenge. I'm convinced that today's summit will enable us to further strengthen our synergy and to speed up the momentum towards new projects and concrete initiatives.

Ringrazio il Primo Ministro Starmer, l’amico Keir, per l’invito a questo importante Summit dedicato alla sicurezza dei confini. È una priorità che l’Italia e il Regno Unito condividono e che rappresenta un punto fondamentale della cooperazione bilaterale tra le nostre Nazioni, perché siamo entrambi convinti che dalla sicurezza dipenda la nostra libertà, la prosperità e il benessere dei nostri popoli.

Con Keir siamo d’accordo che la sicurezza dei confini passa anche e soprattutto dal governo dei flussi migratori e dal contrasto all’immigrazione illegale di massa. Fenomeno globale, che interessa particolarmente l’Europa, dentro e fuori i confini UE. È il motivo per il quale i nostri Governi stanno lavorando insieme da tempo per sconfiggere le organizzazioni criminali che lucrano sulla disperazione e sul legittimo desiderio delle persone di avere condizioni di vita migliori. Stiamo unendo gli sforzi, facendo parlare di più le Forze di polizia, i servizi di intelligence e le autorità giudiziarie perché l’obiettivo comune è puntare al cuore del problema, che sono i profitti di scafisti e trafficanti. E lo stiamo facendo seguendo quella straordinaria intuizione di due grandi giudici italiani, Giovanni Falcone e Paolo Borsellino, che è riassunta nelle parole “follow the money” e che è diventata un modello internazionale. Altrettanto cruciale, in questo senso, è il rafforzamento della cooperazione di Europol e Eurojust con i Paesi terzi.

Stiamo lavorando, insieme, anche per affrontare le cause profonde della migrazione e garantire così il diritto a non dover migrare. Ciò vuol dire costruire un modello di cooperazione con le Nazioni di origine e transito dei flussi migratori, affinché possano prosperare con le risorse che possiedono. E sono molto felice, da questo punto di vista, dell’ottima collaborazione avviata con il Regno Unito nell’ambito del Processo di Roma, soprattutto sul fronte dei rimpatri volontari assistiti. Ma combattere l’immigrazione illegale significa, anche, favorire quella legale, e riaffermare il principio che spetta ad ogni Nazione, e non ai trafficanti, decidere chi deve entrare e chi no sul proprio territorio.

Con Keir siamo inoltre d’accordo che non bisogna aver paura di immaginare e costruire soluzioni innovative, come quella avviata dall’Italia con l’Albania. Modello criticato all’inizio ma che ha poi raccolto sempre più consenso, tanto che oggi l’Unione Europea propone di creare centri per i rimpatri nei Paesi terzi. Ciò vuol dire che avevamo ragione, e che il coraggio di fare da apripista è stato premiato.

Abbiamo insieme ancora tanto lavoro da fare, e io sono molto contenta di poter contare sul sostegno e sulla collaborazione del Regno Unito in questa sfida. Sono convinta che il Summit di oggi ci permetterà di rafforzare ancor di più la nostra sinergia, e di spingere l’acceleratore verso nuovi progetti e iniziative concrete.
